Republican Del. Harvey B. Morgan is sponsoring a bill in the Virginia General Assembly to decriminalize simple possession of marijuana.
House Bill 1134 is not intended to legalize marijuana, but it would reduce the penalty for “simple possession” from a 30-day prison sentence to a monetary fine.
